The Importance of Human and Social Capital in the Regional Development:the Case Study of Finland

The aim of the publication is to present the most important elements of human and social capital theory in relation to regional development. The study assumes that human capital has a significant impact on economic growth and development and that its development is supported by an active policy of the state and the region. The subject of state policy should be investing in education, but also the reinforcement of healthy social relations based on trust, enabling the development of entrepreneurship and increasing productivity. Regions, however, should focus on providing adequate conditions for maintaining and attracting people with high intellectual and creative potential, because they are the driving force behind regional economic growth. In this paper, the example of Finland was used, which, thanks to the skillful management of the public authorities, has achieved spectacular economic success at the turn of the twentieth and twenty-first centuries. From a peripheral country whose economy was based on the exploitation of forest resources and agricultural production, it has become one of the most modern and competitive economies, with high levels of human and social capital. In the conclusion, the possibility was discussed of transferring some of the Finnish solutions to Poland. Is it possible to create an economy with high potential of human and social capital in Poland?
