Requirements analysis for an open and interoperable platform to support local governments

Abstract

Public administration during the last 10 years has introduced many changes with regard to its everyday contact with citizens. This concerns introduction of new communication channels (mobile as well as WWW services), increase in the effectiveness of tasks being performed as well as design of new services taking into account their usability (from the user's perspective). The major issue is however the cost of development of solutions supporting the A2C and A2B communication. ePUAP platform that was to address these issues is still far from being usable in fulfilling all the requirements and therefore a need for standalone solutions still exists. The aim of this paper is to present a reference architecture together with its implementation developed at Department of Information Systems of the Poznań University of Economics. The article also includes validation of both artifacts that was carried out in Murowana Goślina High School.
