Revenu, population et flux migratiores au 21éme siécle - un défi sociétal pour l'Europe

Depuis la seconde guerre mondiale, les taux d'immigration ont fortement augmenté dans les pays riches, et le contrôle de l'immigration est devenu un enjeu politique majeur. Cet article fournit des projections mondiales de fl ux migratoires pour le 21ème siècle. Pour ce faire, nous développons et calibrons un modèle dynamique stylisé de l'économie mondiale. Ce modèle rend compte des interactions complexes entre la croissance démographique, l'évolution des niveaux d'éducation, les inégalités de revenu et les fl ux migratoires. Notre scénario de référence extrapole les tendances historiques récentes en matière de productivité totale des facteurs et reproduit la variante «fécondité haute» des projections démographiques Nations Unies. Dans ce scénario, la part de l'Afrique dans la population mondiale et l'écart de revenu entre l'Afrique et les pays développés augmenteront considérablement au cours du 21ème siècle. Nous prédisons que les taux d'immigration resteront très stables dans la plupart des pays développés, à l'exception des pays de l'Europe des quinze (UE15). A politique migratoire inchangée, la proportion d'immigrés dans l'UE15 augmentera de 7,5 à 17,2 pourcent. Nous analysons ensuite la sensibilité de ces projections aux changements de politique migratoire dans les autres régions, aux écarts technologiques, aux politiques d'éducation et de fécondité dans les pays en développement. La hausse de la pression migratoire en Europe peut être atténuée si l'Afrique décolle économiquement ou réduit sa croissance démographique. Toutefois, nos prédictions qualitatives en matière de pression migratoire sont vérifi ées dans tous les scénarios.
