Implementation of Regional Operational Programmes: Analysis of the Profiles of Absorption of the European Union's Funds within the Framework of the Centre-Periphery Concept

This article seeks to assess how the use of European Union funds by Polish voivodeships reflects two basic types of strategy of EU fund allocation, i.e. a polarising and an equalising model. The analysis covered 16 Regional Operational Programmes for the years 2007-2013. The frame of reference adopted in the research was the centre-periphery system. For each voivodeship classes of commune peripherality were distinguished and profiles of use of EU funds were determined for areas differing in their level of peripherality. The analysis demonstrated that in most voivodeships the spatial distribution of the European Union's support was closer to the polarising model.
