La crise, dont le début conventionnel est identifiée avec la faillite de la banque Lehman Brothers en septembre 2008, a contribué à la réactivation du débat sur l'état des sciences économiques et spécialement au sens d'une science qui découvre et crée les fondements théoriques de la politique macro-économique. Une grande partie des participants à cette discussion a commencé à mettre un signe d'identité entre la crise économique et la crise de l'économie en tant qu'une science. L'objectif du rapport est la réflexion sur les changements necessaires au sein de l'économie afin d'améliorer sa capacité à la fois explicative et prédictive. Pourtant, afin de formuler un répertoire des changements souhaités dans l'économie il était indispensable d'abord de caractériser brièvement l'économie moderne, qui peut être définie comme la plus exacte des sciences parmi les sciences non-exactes.
